裴晓副主任现任上海市住房和城乡建设管理委员会副主任，分管建筑市场监督管理、工程质量和安全生产监管、建筑节能推进、建筑材料应用和发展、标准定额管理、设计文件审查、房屋修缮、优秀历史建筑保护等工作。

曾任中建三局一公司上海分公司副经理，党委副书记，党委书记，经理；中建三局一公司副经理；中建三局股份公司董事、副总经理兼华东公司总经理；中建三局副局长；上海市城乡建设和交通委员会副巡视员；上海市城乡建设和管理委员会副主任。

Pei Xiao is currently the Deputy Director of Shanghai Housingand Urban-Rural Construction and Management Committee. His responsibilities include the supervision and management of construction market, supervision of engineering quality and ensure production safety, promote building energy efficiency, applicationand development ofbuilding materials, standard quota management, design documents review, housing upgrading, preservation of excellent historic buildings, etc.

He has since served in various bureaux and departmentsat different positions, including the former Assistant Manager, former Deputy Party Secretary, former Party Secretary, and former Manager of China Construction Third Engineering Bureau Co, Ltd (CCTEB)Shanghai Branch,the former Board Member of CCTEB and former General Manager of Eastern China Company of CCTEB, the former Deputy Director of CCTEB, the former Deputy Inspector of Shanghai Urban Construction and Communications Commission, and the former DeputyDirector of Shanghai Urban-Rural Construction and Management Committee.

主旨报告：贯彻“五大”发展理念 推进上海绿色生态城区发展

本市作为人口众多、资源相对短缺的特大型城市，建设绿色生态城市有利于发挥集约效应，重塑区域发展格局，加快城市发展方式向资源节约型、环境友好型转变。

为深入贯彻“创新、协调、绿色、开放、共享”的五大发展理念和中央城市工作会议精神，“十三五”期间，本市在城市建设管理中以将继续坚持“创新驱动、转型发展”为指导，积极推进绿色生态城区建设。市住建委将积极与相关委办局共同推进本市绿色生态城区建设工作，鼓励社会各界参与，通过创建市级绿色生态城区试点、示范推进该项工作落地，全市形成一批可推广、可复制的试点、示范城区，以点带面推进本市绿色生态城区建设。

Shanghai is currently recognized as a megacity with a huge population and now is facing the dilemma of relatively natural resource scarcity. The Green and Eco City Strategyis increasingly accepted as the prescription against urban diseases.This strategy has a wide range of benefits include, better facilitating the urban accumulative effect, reshaping the pattern of regional development, upgrading and shifting the conventional urban development approach towards a brand new environmentally-friendly way.

In order to deeply carry out the Five Main development philosophy which is ‘innovation, coordination, green, open and share’as well as better understand and deliver the spirit of the Central Urban Work Conference. During the 13th Five-Year Plan period (2016-2020),Shanghai will adhere to the development route of ‘innovation-driven and transforming development’through out urban construction and governance. Meanwhile actively encouragethe construction of green and eco urban district. The Shanghai Housing and Urban-Rural Construction and Management Committee will actively work closer with other responsible governmental departments with the mission to jointly encourage the construction of green and eco district as well as public participation. Some pilot and demonstration districts have been introduced by establishing the municipal level policies,and this will contribute to fulfill the goal of green development in the future.
